Workshop on Setting a Legal and Institutional Framework is Completed in Izmir
A workshop on “Civilian Oversight of Police Powers” was held on 8-9 October 2020 in İzmir-Çeşme with the aim of examining the legislation authorizing Law Enforcement Agencies (Police, Gendarmerie and Coast Guard) in Turkey and improving the legislation in the light of good practices in EU member states, including the protection of human rights.
50 people, including representatives of non-governmental organizations, academics, police, gendarmerie and coast guard personnel members of local prevention and security boards (LPSBs) that were put into practice in pilot provinces within the scope of the project, attended to the workshop.
On the first day of the 2-day workshop, reports on Germany, France and Turkey which were prepared by international and national legal experts, were presented. In addition, the comparative analysis and recommendations report, which includes the findings, opinions and recommendations obtained as a result of the comparison of the above-mentioned three country reports, was presented, and the findings and evaluations were shared with the participants.
Group studies were held on the second day of the workshop. Participants that are divided into 8 different groups made discussions by considering the practices of Germany and France on the topics of search, stop, detention, video monitoring of open areas and other security authorities. At the end of the group work, the group spokespeople shared their opinions and suggestions about the discussion questions asked by the experts.
As a result of this workshop, the feedback, recommendations, and suggestions obtained from the work of the participants will be reflected in the “Legal Gap / Compliance on Civilian Oversight of Police Powers Report Including Comparative Analyzes and Recommendations” that will be prepared within the scope of the Project.
