Workshop in Sincan on Establishing a Legal and Institutional Framework
Under phase three of the Strengthening the Civilian Oversight of Internal Security Forces Project, activities are underway to prepare a draft for a five-year organisational strategy with an aim to support the Ministry of Interior in developing legal regulations on the civilian oversight of internal security forces. Two workshops are planned in Sincan district of Ankara, a pilot district under the project, to discuss the draft strategy plan drawn up as a part of project activities and to solicit the opinions of representatives of the ministry and civil society organisations.
The first of the workshops was held online on 1-2 April 2021 in accordance with measures against Covid-19. Workshop participants included representatives of the Turkish National Police, Ankara Provincial Police Directorate, the Gendarmerie General Command, the Coast Guard Command, the Ministry of Interior, the Office of the District Governor of Sincan and Municipality of Sincan.
Workshop participants split into groups to discuss a number of topics. Then, the groups shared their views and findings with each other. National experts coordinated the discussion of questions and presentation of opinions.
Five-year organisational strategy will be finalised, in consideration of the findings of workshops held in other pilot provinces and districts, and submitted to the Ministry of Interior.
