“Strengthening The Civilian Oversight of Internal Security Forces Project Phase III”, – first phase carried out between 2008-2010 and the second phase between 2012-2014 – funded by the European Union, is being implemented by the United Nations Development Program (UNDP). The project mainly aims at a double-sided and qualified security governance model that takes into account the needs, demands and expectations of the vulnerable and disadvantaged segments of the society and provides not only security but also “trust”. In this respect, the overall objective of the project is to ensure the strengthening of civil and democratic oversight of the internal security forces based on the principles of good governance, human-oriented security and social security.

The project, which aims at ensuring transparent, participatory and citizen-oriented public security, has a budget of 5,4 million euros and will expected to be completed in July,2021. The main beneficiary of the project is the Ministry of Interior Smuggling, Intelligence, Operations and Information Gathering (KİHBİ) Department and the co-beneficiary is the Grand National Assembly of Turkey.

The target groups of the activities of the project are the ministry of ınterior, governorates, district governorates, Turkish national police, the coast guard, the gendarmerie, and the grand national assembly of turkey. However, the main beneficiaries of the main outputs and achievements of the project are the people of Turkish republic, Turkish national police, the coast guard command and the gendarmerie general command as well as local authorities and relevant civil society organisations.
