Internal Security Training Systems Third Advisory Meeting
The third of the Consultation Meetings, which was held to discuss the findings obtained as a result of the Needs Analysis of the Training System that carried out within the scope of the project, was held in Ankara on 23-24 June, 2021. The two-day event hosted by the Ministry of Interior and the United Nations Development Program (UNDP).
Representatives of the Ministry of Interior HRBI Department, Police Chiefs Training Center, Gendarmerie General Command Public Security & Strategy and Foreign Relations Department, Provincial Gendarme Commands, Coast Guard Command Personnel Planning, Management and Training Department and Gendarmerie and Coast Guard Academy representatives were present at the event.
Consultation Meetings aim at raising awareness concerning the concept of civilian and democratic oversight in line with the EU standards, sharing and discussing the draft report of training needs analysis, analysing the existing curricula and education and training system of the Gendarmerie and Coast Guard Academy (GCGA) under civilian and democratic oversight and receiving opinions of participants on curriculum development.
In the first day of the event, which started with opening statements, UNDP Expert Orhan Gerdan shared the outputs of previous consultation meetings. Afterwards, UNDP Expert Prof. Kerim Gündoğdu made a presentation with the title of “Curriculum Development Principles and Practices in the Context of Civilian Oversight and Adult Education”. Group sessions were conducted on “Civilian Oversight Module Learning Results” and “Civilian Oversight Module Draft Sharing”.
The second day of the workshop started with the speech of UNDP expert Serra Titiz summarizing the first day of the event. Afterwards UNDP Expert Steve Periton made a presentation on “Civilian and Democratic Oversight – Best Practices “. Afterwards draft modules are shared within the group sessions.
